Start-up snags gov contracts

A quiet start-up that won dozens of small technology consulting contracts in recent years is aiming for the big leagues now.

EnGenius Consulting Group Inc. recently landed a string of federal and state government contracts, each potentially worth multimillions for the Duluth company.

EnGenius will create long-term strategic technology plans, project management software and business practice processes for the Department of the Interior, the office of the Secretary of Defense, the city of Atlanta and MARTA. The defense contract alone, which enGenius shares with Virginia-based Booz Allen Hamilton Inc. and Boston-based Gartner Inc., is worth $64 million over five years.

"This is the right time for us to be going after these bigger contracts," said S.P. Reddy, enGenius founder and CEO, who previously co-founded the now-defunct online hotel supplies store Hsupply.com. "Government business is steady business, and once you have made headway, it gets easier to win repeat contracts."

Reddy recently hired a longtime Army veteran to head up day-to-day operations for enGenius while Reddy focuses on the company's long-term growth.

Retired Lt. Col. Bardon "Buzz" Blizzard will lean on his experience in the technology industry -- he was previously vice president of business practices for Virginia-based DynCorp -- and on his Pentagon connections to steer 8-year-old enGenius toward more lucrative government projects.

"There is a tremendous amount of work up for grabs," Blizzard said.

EnGenius started in the mid-1990s as a small technology consulting firm with just a handful of people. Reddy got sidetracked with Hsupply for a few years in the late 1990s and, he admits, spent "about 1 percent" of his time with enGenius.

Yet the young company began to get IT contracts with the city of Atlanta, MARTA and the Centers for Disease Control and Prevention a couple of years ago.

Around that time, IT spending in the commercial sector came to a screeching halt, and Reddy decided to go after federal government work.

"The government is the largest entity that is spending right now," said Joe Morettini, a partner in the technology practice of Deloitte & Touche LLP. "Corporations have scaled back their IT budgets significantly now. The government is one of the largest, most reliable customers available these days."

It was tough for enGenius to break into the government realm at first, Reddy said. In 2000, enGenius bid on $250 million worth of federal IT contracts and didn't win a single one.

More recently, enGenius beat out a company that was a 14-year subcontracting veteran to win a joint $64 million defense contract with Booz Allen Hamilton and Gartner.

Reddy believes enGenius' strength lies in its ability to pair up with larger consulting firms with experience in specific areas to land large, complex IT deals with the government. Small, specialized firms and larger consultants often bid on contracts together, then divvy up the pieces of the contract and the fees.

"With a major contract, they're not looking for one or two individual companies, but a team of companies that can handle different pieces of the business," Reddy said. "No single company has the expertise to do an entire contract on its own."

One policy expert with the Cato Institute warns, however, that small companies should not become overly dependent on the government for all of their business.

"A government's priorities change all the time, so if you're contracting solely to them, you might get tied up in [changes]," said Wayne Crews, director of technology policy for the Washington, D.C.-based think tank. "The government needs to do things [like technology planning] that are in its proper function, and my concern is that small start-ups get caught up in taking on roles that should rightfully be the government's."

Neither Reddy nor Blizzard share those concerns. The pair believe enGenius has barely scratched the surface of available government work. EnGenius pulled "several million" in revenues last year, and is hoping to double revenues this year. The company has been profitable since it was founded, executives said.

"Those contracts aren't going away, and we believe they are going to get bigger as the government focuses on critical things like homeland security and the war on terrorism," Blizzard said.

EnGenius plans to open a full-time office closer to Washington, D.C., later this year to keep the company closer to the Pentagon and other government subcontractors. EnGenius also hopes to go after health-care technology and possibly even domestic security contracts in the years ahead.

enGenius Wins Network and Help Desk Support Contract from the U.S. Army Corps of Engineers, South Atlantic Division

Duluth, GA (September 2003) ­ The U.S. Army Corps of Engineers, South Atlantic Division has chosen enGenius Consulting Group Inc. to provide network (LAN/WAN) and help desk support. This is base plus 4 year contract and the work will begin October 1, 2003.

The South Atlantic Division comprises the hub of the Corps' Southeast data communication network, with hundreds of PC users connected to the network. The networks are both external and internal, and setup and maintenance of these networks is critical to their operational status.

The Duluth-based provider of IT consulting services is responsible for all Corps network support and end user support coverage, documentation of calls and call resolution using a Web-based hotline tracking system, network technical support and status reports for the Corps.

Reddy said "This is another major win and enhances our standing with the U.S. Army Corps of Engineers. It demonstrates enGenius' capability to support multiple Corps projects and tasks. "

enGenius Wins U.S. Army Corps of Engineers, Charleston District (CESAC-IM) IT Support Contract.

Duluth, GA (September 2003) ­ The U.S. Army Corps of Engineers, Charleston District has chosen enGenius Consulting Group Inc. to provide network administration/maintenance, end user support, graphic and Web design support. This is base plus 4 year contract and the work will begin October 1, 2003.

The Charleston District Corps of Engineers, Information Management Office (IMO) is a service center with a client base. IMO has the responsibility for providing technical support and LAN support to all end users with the Charleston District. In addition, enGenius also provides technical and development support for the Web, graphics software, and visual information requirements. enGenius will also provide Web server administration and video teleconferencing support.

Reddy said "We have a solid track record of working with the U.S. Army Corps of Engineers, and we look forward to continuing to provide IT support to various divisions of the Corps, including the Charleston District."

enGenius awarded "Local Technology Firm of the Year" by the U.S. Department of Commerce

DULUTH, GA (September 2003) ­ enGenius Consulting Group Inc., a provider of IT consulting services, has been named Local Technology Firm of the Year by the U.S. Department of Commerce's Minority Business Development Agency (MBDA). enGenius was honored on Sept. 8 at the 21st Annual Minority Enterprise Development (MED) Week awards luncheon at the Hyatt Regency in Atlanta.

U.S. Army Corps Extends enGenius' .Real Estate System Contract

Duluth, GA (May 2003) ­ The U.S. Army Corps of Engineers has extended its agreement with enGenius Consulting Group to provide IT support for its REMIS (Real Estate Management Information Systems) project. The contract has been extended for two years. enGenius has been working with the Corps of Engineers since 1997.

enGenius, a provider of IT consulting services is responsible for complete life-cycle support of the information systems used to track the Corps' real properties. The multi-year contract involves the maintenance and integration of individual systems to provide the Corps an accurate, real-time assessment of its holdings.

Through this system the Corps manages the Federal Government's interest in more than 33 U.S. Army Corps of Engineers districts that constitute $37 billion of real property.

enGenius Taps Two Gartner Execs to Head Division

Duluth, GA (February 2003) - enGenius Consulting Group Inc., a provider of IT consulting services, has named two key executives to head the company's new Strategic Initiatives Division.

 The division is led by vice presidents Armando F. Cuevas and Wally Gramling, IT industry veterans who have spent the last three years as executives in Gartner Inc.'s consulting division.

The new division will address the growing need for strategic IT services among state, local and federal government agencies as well as commercial markets that will complement the broad base of IT design and implementation services provided by enGenius since 1996. The division is currently pursuing contracts with the city of Atlanta and additional government agencies in Georgia and northern Virginia. "Strategic planning has become critical for many state and federal agencies. Cuevas has 20-plus years of computer resource/service marketing, planning, implementation, management, consulting and operations experience across telecomm/network, specialty chemical, transportation, insurance, finance and consulting industries. He previously was Chief Information Officer for Equifax (North America Division), Chief Information Officer for Crawford & Company and Director of the Engineering Data Center, Racal-Datacomm (North America Division).

enGenius Wins U.S. Department of Interior Contract

Duluth, GA (January 2003) - The U.S. Department of Interior has awarded enGenius Consulting Group Inc. a multi-year U.S. Geological Services Lotus Domino Support project.

The contract was awarded under the Small Business Administration's 8(a) business development program, which was created to help small businesses compete in the American economy and access the federal procurement market. enGenius, a provider of IT consulting services will be responsible for all of the system administration of Lotus Domino applications in this multi-year, multi-million dollar contract.

"Optimizing DoD Human Resource Systems"
enGenius Wins U.S. Geological Services Contract

Duluth, GA (May 2002) ­ The U.S. Department of Interior has awarded enGenius Consulting Group Inc. a multi-year, multi-million dollar budget management system contract for U.S. Geological Services (USGS).

enGenius will continue the development and enhancement of the USGS Web-based application called BASIS and evolve the system into the new enterprise project information system called BASIS+. The project goal of BASIS+ is to develop and implement an automated bureau system to support a project-level work plan formulation, budget development and budget tracking.

This is one of numerous federal contracts that enGenius, a U.S. Small Business Administration 8(a) company, has received since 2001 when it began its long-term focus on government procurement work.

enGenius, Gartner Win City of Atlanta Contract

U.S. Army Corps of Engineers Chooses enGenius to maintain Recruiting Facility Management Information System (RFMIS)

Duluth, GA (March 2002) ­ The U.S. Army Corps of Engineers has awarded enGenius Consulting Group, an provider of IT consulting services, a multi-year contract for its RFMIS support project.

RFMIS is the official source of data for reporting requirements for the Corps' Recruiting Facilities Maintenance, Existing, and Reduction Programs.
